Research
Understand the legal, geographic, technical, and community conditions before proposing a solution.

Researching whether affordable, low-power mesh communications can help connect rural Andean and rainforest communities in Peru without requiring commercial cellular or Internet networks.
Community Frequency is focused on rural and geographically isolated communities in Peru where geography, infrastructure, and economic conditions can limit access to conventional communications. The technical work exists to investigate whether inexpensive mesh networking can help address part of that real-world problem.
Understand the legal, geographic, technical, and community conditions before proposing a solution.
Compare Meshtastic and MeshCore in Peru and observe how low-power mesh performs in real environments.
Document what works, what fails, what remains uncertain, and what evidence is needed next.
“Research the need. Test the technology. Let the evidence shape the solution.”
The first stage has three objectives: establish what can legally be used in Peru through research and engagement with the MTC; learn from Peru's mesh community and test Meshtastic and MeshCore in Lima; then conduct a field assessment with a community near the Peru–Ecuador border.
The purpose is to establish evidence about what is legal, available, technically practical, and useful to the people the project is intended to serve.
